					<description>I agree with the landlord licensing business, but what about the large apartment complexes like Rolling Hills that have 350 plus apartments and already do an excellent job of taking care of their property?</description>

					<description>I would imagine there would be a stipulation for such cases where the landlord would pay the fee per year, or perhaps even per building as opposed to per unit.
